اندازه‌گیری شاخصها و عوامل مؤثر بر بهره‌وری منابع انسانی در سازمان‌های علمی‌وفناورانه (موردمطالعه: سازمان جهاد دانشگاهی علم و صنعت)

چکیده

منابع انسانی از مهمترین منابع در سازمان‌ها است، در این راستا شناسایی عوامل موثر بر بهره‌وری منابع انسانی منجر به توسعه فردی و سازمانی و عملکرد در این نوع از سازمان‌ها می‌گردد. هدف این پژوهش اندازه‌گیری شاخص‌ها و عوامل موثر بر بهره‌وری منابع انسانی در سازمان علمی و فناورانه جهاد دانشگاهی علم و صنعت است. روش تحقیق از بعد هدف، کابردی و توسعه‌ای و از نظر گردآوری و تحلیل بصورت کیفی و کمی (ترکیبی) است. جامعه آماری تحقیق مدیران، خبرگان و کارشناسان سازمان جهاد دانشگاهی علم و صنعت است. در بخش کیفی با استفاده از نمونه‌گیری هدفمند با حدکثر تنوع و در بخش کمی با استفاده از نمونه‌گیری تصادفی نمونه آماری تعیین گردید. برای تجزیه‌ و تحلیل داده‌ها و اطلاعات از تحلیل مضمون و روش کمی استفاده شده است. نتایج بیانگر این است پنج مضمون سازمان‌دهنده شامل: دارا بودن مهارت و دانش، تعهد و روحیه تیمی، برنامه‌ریزی اثربخش و کارا، رقابت‌پذیری و توسعه‌گرایی برای شاخص‌ها استخراج گردید. هشت مضمون سازمان‌دهنده شامل: خلاقیت، آموزش و یادگیری، رهبری و مدیریت، رضایت شغلی، فرهنگ سازمانی، ساختار سازمانی، انگیزه شغلی، حمایت سازمانی برای عوامل موثر بر بهره‌وری منابع انسانی استخراج گردید. نتایج تحلیل نشان می‌دهد که عوامل موثر بصورت معناداری بر شاخص‌های بهره‌وری منابع انسانی تاثیرگذار است. چارچوب ارائه شده برای شاخص‌ها و عوامل موثر منجر به غنای تحقیقات نظری و همچنین می‌تواند به عنوان راهنمای عملی و اقدام اجرایی در اختیار مدیران و برنامه‌ریزان حوزه منابع انسانی قرار بگیرد تا از این طریق اثربخشی نتایج و عملکرد فعالیت‌های علمی و فناورانه بهبود یابد.

چکیده [English]

Background & Purpose: Human resources are one of the most important resources in organizations. In this regard, the identification of effective factors on the productivity of human resources leads to individual and organizational development and performance in this type of organizations. The aim of the research is to measure indicators and factors affecting the productivity of human resources in ACECR.
Methodology: The applied-developmental research method is combined in terms of collection and analysis. The statistical population is managers, experts of ACECR. In the qualitative part, the statistical sample was determined using targeted sampling with maximum diversity, and in the quantitative part, using random sampling and Cochran's formula. To analyze the data and information, thematic and quantitative-qualitative methods have been used.
Findings: The results show that 5 main themes include: knowledge, skill and system thinking, motivation, commitment, effective planning, competitiveness and development orientation, Scientific and technological indicators were extracted. 8 main themes including: creativity, education, leadership, job satisfaction, organizational culture, organizational structure, job motivation, support were identified. An organization was extracted. The results of structural equation modeling showed that the factors affecting the productivity of human resources have a significant effect on the indicators of productivity of human resources in the ACECR.
Conclusion: The presented framework for indicators and factors can be used as a practical guide and executive action for managers and planners in the field of human resources in scientific and technological systems in order to improve the effectiveness of the results and performance of scientific and technological activities.
