ارائه و تبیین مدل کمی هوشمندی سیاسی منابع انسانی بخش دولتی ایران از طریق تحلیل عاملی تائیدی

چکیده

این مطالعه با هدف ارائه الگوی هوش سیاسی منابع انسانی انجام شده است. روش پژوهش کمی همبستگی و توصیفی بوده است، که جهت ارائه الگوی هوش سیاسی از روش کمی استفاده گردید. جامعه آماری را مدیران میانی استان‎های شمال‎غرب کشور تشکیل داده است که 488 نفر هستند و بعد از نمونه‌گیری از طریق فرمول کوکران 216 مورد نمونه انتخاب گردید. روایی ابزار از طریق راهنمایی‌های اساتید تایید گردید و پایایی ابزار نیز از طریق محاسبه بالای 7/0 ضریب آلفای کرونباخ مورد تائید قرار گرفت. جهت تجزیه و تحلیل داده‌ها از آمار توصیفی جهت توصیف شرایط ومعرف‌های جمعیت‌شناختی استفاده گردید و از آمار استنباطی نیز جهت تحلیل کمی مدل از تحلیل عاملی تائیدی در قالب نرم‌افزارهای SPSS25 و Lisrel8.8 استفاده گردید. تحلیل آماری بر روی 31 مقوله و 103 زیرمقوله (مقوله علّی شامل 4 مضمون، مقوله زمینه‌ای 5 مضمون، مداخله‌ای 5 مضمون، هسته اصلی 6 مضمون، راهبردها 6 مضمون و پیامدها 5 مضمون) بررسی گردید. طبق یافته‌ها مدل پیشنهادی می‌تواند در سنجش هوشمندی سیاسی منابع انسانی مدیران بخش دولتی با تاکید بر پاسخگویی را افزون‌تر کند. نتایج تحلیل عاملی تائیدی نیز با بارهای عاملی مشاهده شده برای تمام مقولات و مضامین که بیشتر از 3/0 که در بازه قابل قبول هستند، و آزمون T-value معناداری نیز که بزرگتر از 96/1 مشاهده گردید، نشان از برازش مدل ساختاری و تائید مدل نظری می‌باشد و نتایج مدل ساختاری نیز نشان داد که متغیرهابا ضریب مسیر و T-value معناداری مثبت بر همدیگر تاثیر دارند،در پایان پیشنهاداتی ارائه گردید.

چکیده [English]

This study has been conducted with the aim of presenting the model of political intelligence of human resources with the approach of social accountability. The method of this quantitative research is correlational and descriptive, and quantitative method was used to present the model of political intelligence of human resources, which are 488 people, And after sampling through Cochran's formula, 216 sample items were selected and this number of questionnaires were distributed and completed and collected by . The validity of the tool was confirmed through the advice and guidance of the supervisors, and the reliability of the tool was also confirmed through the calculation of Cronbach's alpha coefficient above 0.7. and inferential statistics were used to quantitatively analyze the model from confirmatory factor analysis in the form of SPSS25 and Lisrel 8.8 software. Statistical analysis was conducted on 31 categories and 103 subcategories (causal category including 4 themes, contextual category 5 themes, interventional category 5 themes, main core 6 themes, strategies 6 themes and consequences 5 themes) that formed the conceptual framework of the research. the findings, it can be said that the current proposed model can increase the political intelligence of public sector managers by emphasizing accountability. And the significant T-value test, which was observed to be greater than 1.96, shows the fit of the structural model and the confirmation , And the results of the structural model also showed that research variables have a positive effect on each other with path coefficient and T-value. and finally,
