ارزیابی مرحله اجرای برنامه جانشین‌ پروری در ارتش جمهوری اسلامی ایران

چکیده

هدف این پژوهش ارزیابی مرحله اجرای برنامه جانشین‌پروری ارتش جمهوری اسلامی ایران بوده است. این این مقاله بر اساس رویکرد تحقیق استقرایی، بر اساس هدف کاربردی، بر اساس نوع داده ترکیبی (کیفی-کمی) و بر اساس روش توصیفی-تحلیلی بوده است. با مطالعه کتابخا‌نه‌ای، موانع اجرای مطلوب برنامه جانشین‌پروری گرد‌آوری و در اختیار تعداد 20 نفر از خبرگان و متخصصان در این حوزه قرار گرفت. این خبرگان با استفاده از بانک اطلاعات مرکز مطالعات ارتش شناسایی و با روش هدفمند و قضاوتی انتخاب شدند. با بهره‌گیری از ابزار دلفی در سه دور، از آنها خواسته شد، ضمن تایید یا رد موانع شناسایی‌شده، موارد پیشنهادی خود را نیز ارائه نمایند. در ادامه موارد تاییدی در پرسشنامه جمع‌بندی و در اختیار 20 نفر از همان خبرگان قرار گرفت و ارزیابی موانع نیز انجام شد. روایی پرسشنامه با متغیر روایی صوری توسط صاحب‌نظران و پایائی آن نیز با آلفای کرونباخ تایید شد. در این پژوهش تعداد 28 مانع گردآوری و تعداد 24 مانع توسط خبرگان تایید شد. رتبه‌های اول تا پنجم این موانع شامل: «نظام‌مند نبودن مرحله استعدادیابی، تصدی طولانی‌ مدت بعضی از جایگاه‌ها توسط افراد خاص و بی‌انگیزگی سایرین، توجه ناکافی به مرحله ارزیابی کارکنان بر اساس معیارهای تعیین شده برنامه جانشین‌پروری، وجود نگاه سنتی در تعارض با برنامه جانشین‌پروری و یکپارچه نبودن نظام جانشین‌پروری» بود.

چکیده [English]

The purpose of this study was to evaluate the implementation stage of the program of succession of the Islamic Republic of Iran Army. This article is based on the inductive research approach, based on the applied goal, based on the combined data type (qualitative-quantitative) and based on the descriptive-analytical method. With library study, the obstacles to the optimal implementation of the surrogacy program were collected and provided to 20 experts and specialists in this field. These experts were identified using the information bank of the Army Studies Center and were selected with a purposeful and judgmental method. Using the Delphi tool in three rounds, they were asked to confirm or reject the identified obstacles and also present their suggestions. In the following, the confirmation items in the questionnaire were summarized and provided to 20 of the same experts, and the obstacles were also evaluated. The validity of the questionnaire with face validity variable was confirmed by experts and its reliability was also confirmed by Cronbach's alpha. In this research, 28 obstacles were collected and 24 obstacles were confirmed by experts. The first to fifth ranks of these obstacles include: "The non-systematicity of the talent search phase, the long-term tenure of some positions by certain people and the lack of motivation of others, insufficient attention to the employee evaluation phase based on the established criteria of the succession plan, the existence of a traditional view in conflict with the succession plan and It was the non-integration of the succession system.
