چکیده

رویکرد شایستگی از نوین‌ترین رویکردها در مدیریت منابع انسانی است که در تلاش است با محور قرار دادن شایستگی‌های سازمان، نظام‌های مدیریت منابع انسانی را به صورتی منسجم و یکپارچه شکل داده و اهداف متعالی سازمان را در دستیابی به مزیت رقابتی پایدار محقق سازد. پژوهش حاضر با هدف الگوی شایستگی منابع انسانی شرکت گاز مازندران انجام گرفته است. این پژوهش به لحاظ هدف، کاربردی-توسعه‌ای و به لحاظ اجرا پژوهشی کیفی (با استفاده از رویکرد نظریه داده بنیاد چندگانه) می‌باشد. جهت گردآوری اطلاعات، پایگاه­های داده مختلفی همچون گوگل اسکالر، اسکوپوس، وب اف ساینس بین سالهای 2010 تا 2023 برای تحقیقات خارجی و برای مقاله های داخلی پایگاههای داده نورمگز و SIDبین سال­های 1394 تا 1402 بررسی شده است. همچنین قوانین واسناد بالادستی صنعت نفت در شرکت گاز مازندران و شرح وظایف هر واحد جهت شناسایی ابعاد شایستگی منابع انسانی شرکت مورد بررسی قرار گرفت و با 22 خبره دارای سابقه و تجربه کاری، مصاحبه عمیق صورت گرفت. برای تحلیل، دسته بندی و کدگذاری شاخصها و مقوله ها از نرم افزار MAXQDA استفاده شد. بعد از بررسی متون مصاحبه های انجام شده، شرح وظایف همه بخشها و مقاله های مرتبط در این حوزه و کدگذاری و دسته بندی آنها تعداد 514 مفاهیم ( با فراوانی 914 )، 59 مقوله فرعی احصا شده است و در نهایت پس از کنار هم قرار دادن و ادغام شاخصهای بدست آمده یک الگوی سه بعدی استخراج گردید.بر اساس این الگو، ابعاد شایستگی منابع انسانی مازندران شامل بعد فردی، بعد سازمانی و بعد اجتماعی میباشد.

چکیده [English]

The competency approach is one of the latest approaches in human resource management, which tries to make the human resource management systems coherent and integrated by focusing on the organization's competencies and realizing the organization's lofty goals in achieving sustainable competitive advantage. The current research was conducted to create a human resource competency model for Mazandaran Gas Company. This research is applied-developmental in terms of purpose and qualitative research in terms of implementation (using the multi-grounded theory approach). To collect information, various databases have been reviewed between 2010 and 2023 for foreign research, and internal articles, have been reviewed between 2015 and 2023. Also, the laws and regulations of the upstream oil industry in the Mazandaran Gas Company and the description of the duties of each unit were examined to identify the dimensions of human resources competence of the Mazandaran Gas Company, and an in-depth interview was conducted with 23 experts who have high work experience. MAXQDA software was used to analyze, categorize, and code indicators. After examining the texts of the conducted interviews, the description of the duties of all departments and related articles in this field and their coding and categorization, 514 concepts (with a frequency of 914), and 59 subcategories have been counted. Finally, after placing and integrating the obtained indicators, a three-dimensional model was extracted. Based on this model, the competence dimensions of Mazandaran's human resources include the individual dimension, the organizational dimension, and the social dimension.
