چکیده

هدف غایی این پژوهش مفهوم‌پردازی چهره جدیدی از مدیریت منابع انسانی، با عنوان مدیریت منابع انسانی دیپلماتیک است که به نظر می‌رسد با ویژگی‌های محیط کنونی سازمان‌ها تناسب بیشتری داشته باشد. مسائلی مانند تنوع نیروی‌کار، تعارض‌‌های بین فردی و گروهی، نزاع بر سر منافع، ارزش‌های نسلی متفاوت نیروی کار، حضور افراد بدقلق در سازمان‌‌ها و مواردی از این قبیل، در کنار این واقعیت که محیط سازمان‌ها بیش از آن‌که یک محیط عقلایی باشد نوعی محیط سیاسی‌ و آکنده از رفتارهای سیاسی است، لزوم مفهوم‌پردازی مدیریت منابع انسانی را به عنوان نوعی کارویژهِ دیپلماتیک دوچندان کرده است. پژوهش حاضر از نظر رویکرد کیفی و از نظر هدف بنیادی است. مشارکت‌کنندگان پژوهش تعداد 25 نفر از مدیران و متخصصان منابع انسانی است که تجربه‌ زیسته‌ای پیرامون مسئله پژوهش داشتند. آن‌ها به شیوه نمونه‌گیری هدفمند انتخاب و مصاحبه‌های نیمه‌ساختاریافته انجام شده به روش تحلیل مضمون کدگذاری شدند. روایی و پایایی مصاحبه‌ها به کمک معیارهای گوبا و ولینکن و شیوه بازآزمون مورد بررسی قرار گرفت. یافته‌ها نشان داد که «نفوذ بین کارکنان با برقراری روابط مثبت» و «رصد کارکنان در کنار حفظ کرامت انسانی آن‌ها» در قلب و جوهره مفهوم مدیریت منابع انسانی دیپلماتیک قرار دارد و راهبردهایی برای تزریق دیپلماسی در تمامی ابعاد و کارویژه‌های مدیریت منابع انسانی قابل تصور است. مدیریت منابع انسانی دیپلماتیک رویکردی از مدیریت کارکنان سازمان است که با پیش‌فرض قراردادن سازمان‌ها به مثابه سیستم‌های اجتماعی-سیاسی و آمیخته با ذی‌نفعان مختلف، جاری‌سازی کارویژه‌های منابع انسانی و ایفای نقش‌های آن را با کاربست و توسعه مهارت‌های دیپلماتیک انجام می‌دهد.

چکیده [English]

The ultimate goal of this research is to conceptualize a new face of human resource management, called diplomatic human resource management, which seems to be more suitable with the characteristics of the current environment of organizations. Issues such as the diversity of the workforce, conflicts between individuals and groups, conflict over interests, different generational values of the workforce, the presence of unruly people in organizations, and things like that, along with the fact that the environment of organizations is more of a political environment than a rational environment. And it is full of political behaviors, it has doubled the need to conceptualize human resources management as a kind of special diplomatic work. The current research is qualitative in terms of approach and basic research in terms of purpose. The participants of this research are 25 managers and human resources specialists who had some kind of lived experience around the research problem. These people were selected by purposeful sampling and semi-structured interviews conducted with them were coded by thematic analysis method. The findings indicate that "influence between employees by establishing positive relationships" and "monitoring employees while maintaining their human dignity" are at the heart and essence of the concept of diplomatic human resource management and strategies for injecting diplomacy in all dimensions and specialties of human resource management. Diplomatic human resource management is an approach of managing the organization's employees, which assumes that organizations are socio-political systems and mixed with different stakeholders,
