Developing a Qualitative Framework for the Implementation of Knowledge-Based Electronic Human Resource Management: A Phenomenological Approach

Abstract

This study aims to propose a model for implementing knowledge-based electronic human resource management (E‑HRM). The research method is qualitative in nature, and a phenomenological approach was employed to design the model. To assess the validity of the model’s dimensions, content validity indicators including CVI, CVR, and S‑CVI were utilized.
The statistical population consisted of general directors of the Social Security Organization and university professors in Iran. A purposeful snowball sampling method was applied, and theoretical saturation was achieved after conducting interviews with 12 experts in the related field.

The findings led to the identification of 22 main categories and 105 subcategories grouped into five overarching dimensions: (1) Technological Development (including human resource productivity, innovative attitude, electronic management, and job development); (2) Electronic Knowledge (knowledge creation, application, enhancement, and transfer); (3) Managerial Requirements (electronic satisfaction, e‑learning, work relationship improvement, organizational goals, and talent management); (4) Organizational Variables (environmental adaptability, information technology, professional development, technology culture, technological HR development, and electronic skills); and (5) Human Resource Variables (electronic performance evaluation, electronic compensation, and e‑recruitment).
According to the results, e‑recruitment, e‑compensation, and electronic performance evaluation are key components affecting the implementation of electronic human resource management in Iran’s Social Security Organization. The findings of this study provide practical insights and guidance for the implementation of knowledge‑based electronic human resource management in organizations
